Authorization System

Except where otherwise provided for in bilateral agreements (exemption from authorisation or authorisations not subject to fees), the transport of goods to or from, or in transit through Romania is subject to authorisation. The Ministry of Transport of the country in which the vehicle is registered should make the application to the Ministry of Transport, General Directorate of Land Transport, 38 Bd. Dinicu Golescu, Bucharest. The authorisation is issued per vehicle for one return journey only. In the case of a goods vehicle which is not covered by a bilateral agreement and which arrives at the border without a valid authorisation, an authorisation is issued at a price of US $620.30. (The vehicle is also subject to road tax and, as the case may be, to fees for excess weight and dimensions).
