Starting with 1st October 2010 the electronic system of issuing the vignette enters into force on the territory of Romania.
The vignettes may be purchased at any office of the national road authority, at MOL, Rompetrol, Petrom and OMV petrol stations, at any Romanian post office, UNTRR offices, Scalla, Speedy, Medina and Pasaj distribution companies.
The driver shall notify the operator, on honor, the number plate for which he wants to buy the vignette, the vehicle type and period of validity of the vignette.
The operator enters the number into the computer and the system generates automatically all identifiers, vehicle category, and owner's name. After paying the fee, the driver receives a receipt or invoice, if required, to replace the old sticker (which was stuck on the windshield). Payment is automatically recorded in the central database (CESTRIN - Center for Technical Studies) and is maintained throughout the period of validity for which the charge was paid.
Vignette control is done either automatically via fixed points where the cameras systems are installed, or in traffic, by the control officers.
Video cameras record the registration numbers of vehicles, which are then checked in the central database (CESTRIN), and if the number is not found, it queries the database DRPC (Directorate for Driving and Registration of Vehicles) to identify the offender. All these transactions take place online, in just seconds. Once identified the vehicle owner without vignette, a report is issued and the fine is sent by mail at home.
Traffic control is performed by the crew of policemen, employees of the ARR (the Romanian Road Authority) and CNADNR, using mobile terminals (PAD). Verification is also done online. The number plate is inserted in the terminal controller in order to find out if the car owner has paid or not the vignette. When an infringement is found out the contravention minutes is written and the registration certificate shall be retained.
Fines range from 250 to 4,500 lei, depending on the category of vehicle, and road damages are imposed by the road administrator, in addition to fines levied in the absence of the vignette, are between 28 euros and 1210 euros.
Also starting with 1st October enters into force the vignette for 90 days, applied to all categories of vehicles. Prices for vignette remain unchanged. Vignettes already purchased remain valid until their expiry date.
RO-vignette
The new tariffs for the Ro-vignette, starting with 1 March 2010, according to the Ordinance 8 dated 29 January 2010, are the following:
