Abnormal load Romania
According to the Ordinance 7 dated 29 January 2010, the transport with vehicles registered in Romania or other states, on public roads exceeding the MPW, MPW on axles and/or maximum permitted dimensions foreseen is forbidden.
Exception is made for transports based on special transport permit (STP) issued by the National Road Authority only for:
- vehicles carrying indivisible loads;
- vehicles without load, exceeding the MPW and/or dimensions by construction
For the above vehicles, the maximum weights on axles allowed to exceed the MPW on axles with maximum:
- single axle, 3.5 t;
- tandem axle, 6.0 t;
- tridem axle, 7.0 t.
The road authority may impose on issuing a STP to present a transport project.
Driving restrictions for transports with MPW or dimensions are on Saturdays, Sundays and public holidays, between 06h00 and 22h00. Exceptions are authorized by a common Order of Transport and Infrastructure Minister and Administration and Internal Affairs Minister.
Additional tariffs are applied for transports exceeding the MPW and dimensions, depending on total weight, weight on axles, vehicles dimensions and distance performed.
Vehicles performing transports exceeding the MPW and dimensions have to be preceded by an escort vehicle, for:
a) a width > 3.2 m and ≤ 4.5 m;
b) a length > 25.0 m and ≤ 30.0 m;
c) a height > 4.5 m;
d) a total weight > 80.0 t.
On motorways, the escort vehicle will have to be at the rear of the vehicle with a width > 3.2 m and ≤ 4.5 m.
Vehicles performing transports exceeding the MPW and dimensions have to be accompanied by two escort vehicles, one in front and on at the rear, for:
a) a width > 4.5 m;
b) a length > 30.0 m.
Vehicles performing transports exceeding the MPW and dimensions have to be accompanied in addition by road police, for:
a) a width > 5.0 m;
b) a length > 40.m;
c) a height > 5.0 m;
d) a total weight > 80,0 t.
Vehicles performing transports exceeding the MPW and dimensions have to be equipped with additional signal devices.
According to bilateral Agreements, the national road authority may apply additional tariffs for access to the road network.
Fines for performing transports without STP and failing to comply with the prescriptions concerning the route, sense, time, and special technical characteristics is between 15,000 and 20,000 lei.
For exceeding the axle weight, total weight and/or dimensions written in the STP the fine is between 10,000 and 15,000 lei.
For failing to comply with the conditions written in the transport project the fine is between 10,000 and 15,000 lei.
For failing to comply with the driving restriction, the fine is between 3,000 and 6,000 lei.
For performing transports exceeding the MPW and dimensions with goods that are not indivisible the fine is between 25,000 lei and 35,000 lei.
For failing to comply with the conditions prescribed concerning the weighing and/or measurement, to escort the vehicle or to present the control authorities the documents concerning the transport the fine is between 15,000 lei to 20,000 lei.
For vehicles registered in other states, the Minutes of the offences are sent to the Frontier Police, within 30 days, the entrance of the foreign vehicles in Romania being conditioned by payment of the fines.
